What surprises me is that Bangladesh University of Engineering and Technology is ranked higher that Caltech and all the IITs that participated. Sharif University, Iran is above BUET.
I realize you're surprise. However, Bangladesh team is ranked higher because of its past performance. Bangladesh University of Engineering and Technology takes programming contests very seriously and the teachers and the students practice for this contest all year round something which many other universities don't do.
The only reason it would surprise me is lack of resources (financial, mostly). Otherwise, the brains and talent is plentiful in that part of the world.

Hoorah for BUET!!! That is like THE best engineering school in BD, and a lot of my friends graduated from there.
